Chiyo is a very reserved girl who sees little value in herself outside serving Chitose. After a horrific accident, she became orphaned at age 12 and was taken in by her uncle, who later introduced her to the Kurosaki family. She chose servitude over adoption to keep her family name. She appears to be emotionless and cold on the surface, but has no difficulty interacting with her classmates when it suits her; she simply doesn't see worth in spending emotional energy on anyone other than Chitose.

Though she became an idol because Chitose told her so, Chitose wants her to become one so that she can shine on her own before Chitose will one day pass away from her illness. Chiyo always refers to Chitose as "Ojou-sama," or "princess," and despite being a "servant" under her, the two have a very close bond.
