A former student of Class 76th at Hope's Peak Academy. She is a member of the Future Foundation as the Branch Office 4 Director, responsible for the research and development of new medical techniques. She, along with the other directors, is forced to participate in the Final Killing Game.

Seiko has a reserved personality and a stilted way of speaking. Because she's conscious of how easy it it for people to guess what she's thinking through her facial expressions, she hides her face behind a mask. She's startled easily, often anxious, and has a very soft-hearted nature, being very loyal and forgiving towards people who are kind to her. In high school, Seiko often took requests from other students. She also loves animals, making concoctions specially for helping them. She's very meticulous when dealing with medicine.

As a pharmacist, Seiko has an extensive knowledge of medicine and drugs. She can create just about any kind, ranging from common ones like laxatives and cold medication to more ludicrous ones like strength enhancers that drastically change one's physical appearence. Seiko drew much attention within the pharmaceutical industry, as she had found new uses for pre-existing medicine. Vying for her talent, many companies reached out to her, but she only accepted minimum help with her research.
